Overview

Morocco operates a dual land tenure regime: a registered title system (titre foncier) administered by ANCFCC under Law 39-08, and a customary tenure system (melkia) certified by adoul notaries. Most urban property is registered; most peri-urban and rural property is held under melkia. The Banque Al-Maghrib Property Asset Price Index (IPAI) tracks residential, commercial, and land segments quarterly since 2006.
